Band Candy: overkill?

I love the episode Band Candy of Buffy The Vampire Slayer. But just wondering: did they really need to turn all the adults in Sunnydale into irresponsible teenegars just to get away with stealing 4 babies from the hospital? Like how about if they just gave the bandy candy to the hospital staff or even just whoever was immedietly guarding the hospital nursery?  The whole town? Really? For 4 babies?

Teddy Lupin as a “half werewolf” in the new Rita Skeeter article?

Ok I finally read that new Harry Potter JK Rowling story (to be found on the Pottermore site in the form of an article by Rita Skeeter) and I have a question: Why is Teddy Lupin referred to as a “half werewolf” in this? I thought that in the HP universe you only became a werewolf by being bitten by one, not by any sort of hereditary means, but perhaps I am misremembering? Or is this just some weird phrase Rita is using in all her obnoxiousness to remind everyone that Remus was a werewolf?  And if Teddy is in fact some kind of “half werewolf” what does that mean in practicality? Like does it mean he turns every other full moon or some such?  I am thinking that would make no sense….
